Waddell is part of the "Capitol litter," a group of pups whose mom was found abandoned in Capitol Forest while pregnant. Waddell stands out as the sensitive one of the group—he always wants to know where his people are and is quick to let you know if he feels unsettled or unsure. Change and new experiences are tough for him at first, and he isn’t shy about voicing his concerns. That sensitivity goes with an impressive snuggle game and a talent for striking a pose in every photo, a skill he's honed since puppyhood. He’s currently working with a handler in the Freedom Tails Program. His daily routine focuses on building confidence and exposing him to a mix of sights, sounds, and new situations, all aimed at helping him learn that not every surprise is something to worry about. Waddell is still very much a pup—and though you can meet him now, adoption happens after he completes his training.
