Penelope is an owner surrender who seems like a sweet, gentle girl still trying to understand why she's here in the shelter. She was very easy to handle-calm to leash up and comfortable being petted-and she took treats gently from my hand. While she does get startled by loud noises and barking dogs, she showed no signs of aggression or meanness; instead, she simply chose to walk away quickly when overwhelmed. She has a kind, sensitive nature and just needs a little time and reassurance to feel safe again
