He’s eager for a fresh start and a chance to grow into the happy companion he’s meant to be. Casper qualifies for a Foster-to-Adopt program, starting on October 24 in Pottstown, PA. This allows you to welcome him into your home and help him settle in before finalizing the adoption. Applications are open until October 19.
