Neo is an 8-month-old mixed breed puppy who came into rescue in heartbreaking condition. At just 23 pounds, he was severely underweight—nothing but skin and bones. Thanks to the love and care of his foster home, Neo has made an incredible transformation. He’s gained healthy weight and, more importantly, has truly come out of his shell.
